EUROPEAN COMMERCE REGISTERS’ FORUM - ECRF

The European Commerce Registers’ Forum (ECRF) rallies official company registration authorities from 30 European countries: Austria, the Czech Republic, Denmark, Estonia, Finland, France, Guernsey – British Channel Islands, Gibraltar, Jersey – British Channel Islands, Hungary, Ireland, Man Island, Italy, Latvia, Lichtenstein, Lithuania, Luxembourg, Macedonia, Montenegro, the Netherlands, Rumania, Slovenia, Serbia, Spain, Sweden, Switzerland, Ukraine and Great Britain.
The objective of the Forum is to upgrade administrative, technical and practical procedures that business registers employ in their work by setting up standards, exchanging ideas, holding conferences and establishing working groups.
SBRA is a member of the Forum since 2005. From June 2007 to June 2008. the Agency presided over the Forum and SBRA’s Director Zvonko Obradović and during this time SBRA’s Director Zvonko Obradović officiated as President of ECRF’s Steering Committee.

During its one-year presidency over the Forum, the Agency organized and hosted two annual ECRF conferences:
o 3rd XBRL conference (Belgrade, 18 January 2008) and
o 11th Annual ECRF Conference and General Assembly (Belgrade, 19 - 20 June 2008).
SBRA continues to actively participate in the Forum, which is presided by Luxembourg Commercial and Companies’ Register since June 2009.


EUROPEAN BUSINESS REGISTER - EBR

The European Business Register (EBR) is an internet-based network, which includes owners, providers and distributors of public and official information administered by business registers and company registration authorities in Austria, Belgium, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Jersey – British Channel Islands, Latvia, Macedonia, the Netherlands, Norway, Slovenia, Serbia, Spain, Sweden, Ukraine and Great Britain.

The EBR network allows access to about 20 million official data on companies registered in member countries, with the aim of making this information as widely available as possible, thus contributing to achieving one of the basic ideas of the European Union, which is the efficient functioning of a unique European market by enhancing transparency in doing business Europe-wide.

The Corporate Registers Forum is an international, non-profit organization of business and securities registers, (Australia, Bermuda, Botswana, Canada, Cook’s Island, Fuji, Hong Kong, India, Malaysia, Mauritius, New Zealand, Nigeria, Pakistan, Samoa, Singapore, South Africa, Sri Lanka, Tonga, Vanuatu and United Kingdom), established in 2003 for the purpose of exchanging experiences between the members of this association.

The International Association of Commercial Administrators (IACA) is a non-profit association established with the purpose of upgrading the work of business registration authorities through mutual cooperation, exchange of ideas, education and promoting legislation in the field of commercial law.


BRITE - BUSINESS REGISTER INTEROPERABILITY THROUGHOUT EUROPE

This three year project is funded by the European Commission and its main task is creating the conditions for linking the European registers electronically. It was officially launched on 1 March 2006 and a consortium of 19 European institutions is engaged on the project, (business registers, chambers of commerce, IT companies, universities, small and medium enterprises, etc.)

By participating in the BRITE project, SBRA is acquiring experience in eliminating administrative barriers for business start-up and registration of status changes; improvement, development and adoption of a system of e-Government support; stimulating a proactive and positive attitude with regard to changes and innovation in customer services; trends in modeling administrative procedures by using ontological and semantic web languages, applying EU regulations and the procedure of controlling indicators which show how changes in EU regulations influence cross-border/cross-domain administrative processes and public services; as well as development of standards in the domain of information technologies. 


USAID/Bulgaria and World Learning/Bulgaria Project: „Implementation of the new Business Register Act in Bulgaria” SBRA trained the Bulgarian Business Register staff  (Belgrade, 28 January – 3 February 2007)

 

 

As a recognized successful reformist in the field of business registration, SBRA was invited by USAID/Bulgaria and World Learning/Bulgaria to organize a training for the representatives of the Bulgarian Business Register, law firm Sabev & Partners and Sophia University.

The objective of the five day training was to acquaint the participants with the current business registration system in Serbia, the history of the reforms in this area and knowledge acquired in the process.

The training program included the following presentations:
1. „The course of the company registration system reform – the first draft of regulations прва израда прописа уз примену РИА”
2. „SBRA – an example of successful state administration reform”
3. „SBRA organization”
4. „Legal framework for the work of the Company Register”
5. „Operative set-up of a Company Register”
6. „Register of Pledges on Movable Assets and Rights and Financial Leasing Register”
7. „Оne Stop Shop”  in Serbia

8. „Business registration reform in Serbia – key role of information technologies”:
• Electronic registers as the core of the reform – SBRA’s experience;
• Software and hardware solutions for SBRA’s registers;
• Exchange of information with the environment – first step to interoperability (IOP) and e-Government;
• Project management and methodologies – the key to success;
• SBRA’s experience with World Bank project, according to ICB procurement method
• Lessons learnt.

 
Donation of the Korea International Cooperation Agency (KOICA)

 

The Korean International Cooperation Agency (KOICA) and SBRA signed a Donation Protocol with SBRA on 14 February 2008 in Belgrade for the “Improvement of the Administrative Capability of Serbian Business Registers Agency in Serbia”, worth USD 3.2 million.

The donation is intended for upgrading SBRA’s existing administrative capabilities and introducing new ones [information support for establishing the so called one-stop-shop and foreign direct investment systems in SBRA; integration of registers; setting up the so called e-Service (e-Archive and Information Hub)], and includes the procurement of IT equipment, (personal computers, servers, etc.) – as support for the listed donation components – as well as education and training of SBRA staff in the Republic of Korea and in Serbia.

The implementation of the Donation (2008-2009) will significantly contribute to upgrading cooperation between the two countries in the field of information and communication technologies.
